Affiliated Organizations
Did you know that as a member of the Northshore Educational Office Professionals Association (NEOPA), you’re also a member of the Cascade UniServ Council, the Washington Education Association, and the National Education Association? It can be a bit confusing to understand how it’s all related, so here’s a brief overview:
Your Local Education Association is NEOPA, the Northshore Educational Office Professional Association

• Represents approximately 137 members in the Northshore School District
• Responsible for bargaining and maintaining a Collective Bargaining Agreement with the Northshore School District
• Represents members through the grievance process when the contract is being violated
• Troubleshoots contractual issues with the district at Labor Management meetings
• Provides programs like the Retirement Seminar as a member benefit

NEOPA is part of CUC, the Cascade UniServ Council (CUC)

• Serves approximately 4,200 WEA-affiliated members from Northshore, Shoreline and Edmonds School Districts. In Northshore, NSEA, NESPA, and NEOPA members are all served by the Cascade UniServ Council.

The Cascade UniServ Council (CUC) is a regional office of WEA , the Washington Education Association
• Leadership: Mary Lindquist, President; Mike Ragan, Vice President
• Executive Director: John Okamoto
• Governed by the WEA Board of Directors (Locally, Tim Brittell, Lynn Emerson, and Dan Gossett [Edmonds EA] are Board members) and the WEA Representative Assembly
• Approximately 80,000 members (certificated teachers/K-12 staff, classified employees, higher education faculty members, and retired members)
• Advocates for education issues and funding through political action (WEA-PAC) and public outreach
• Provides communications, organizing, collective bargaining, contract maintenance, human relations, professional development, legal assistance, lobbying, member benefits, organizational development, research and other education-related programs to locals and members
